Goals

To raise awareness about the impact and value of peace and the peace process, in general and to generate information and a deeper understanding of the Bangsamoro peace process in particular
To acknowledge the role of Philippine journalists as agents of peaceful social transformation through balanced, responsible, and culturally-sensitive and conflict-sensitive reporting on peace and conflict stories
To generate awareness, interest and appreciation for EU-supported activities in Mindanao in the context of the peace process

Theme

Entries should adhere to the theme of ‘peace’ in its broad sense and could include reportage about the peace process at the level of political negotiations, and about peace champions and how they were able to advocate or initiate/develop actions that build peace in their communities
Entries could also be about peace linked to development and other cross-cutting socio-political issues
Entries could also be about peace in the perspective of local communities, and their unique ways of harnessing peace or about peace champions and how they were able to advocate or initiate/develop actions that build peace in their communities

Criteria for judging

Relevance to the topic – 30%

News value/impact – 30%

Investigative depth – 25%

Professional quality/style – 15%

Coverage

Only Philippine-based media people are qualified for the Journalism Awards.

For the Campus Journalism awards, participants should be bona fide Filipino students currently enrolled in a duly-recognized Philippine university or college.

Duration

All entries must be published, uploaded or broadcasted in Philippine media outlets from the period 1 August to 31 May 2015.

Prizes

The jurors will select the finalists or special awardees for each category of the EU Peace Journalism Awards. The first prize winner (or grand finalist) for each category will all receive special tokens/gadgets, trophies and certificates.

One grand winner will receive an all expenses-paid trip (airfare, accommodation and per diem) to Brussels to meet with peace-building institutions and fellow journalists.

Jurors

Officials from the organizers, collaborators and partners will automatically form part of the judging panel. The grand winner will be selected by the European Union, Bangsamoro Transition Commission, members of the peace panel, and members of the media and academe.

General guidelines

1. All entries must cover the theme of “Peace” as defined in this concept note.

2. All entries must be accompanied by an entry form and must be submitted online:

3. All entries must have been published/uploaded in bona fide media outlets in the Philippines for the period from 1 August 2014 until 31 May 2015. Proof of publication whether in print, broadcast or in online media must be attached.

4. All entries must have been originally published. It is understood that the author or creator of the broadcast materials should have obtained express permission from their respective principals or editors or news managers

5. Entries may be in the English or Filipino languages or in any local dialect (but with translations in English)

6. The deadline for entries is close of business on 31 May 2015. Entries must be submitted to: DELEGATION-PHILIPPINES-PPI@eeas.europa.eu.

7. Each participant may submit up to three entries per category and must accomplish a 400-word essay responding to questions stated in the entry form.

8. An entry may be submitted either by an individual or group (maximum of five members)

9. An individual or group may submit a maximum of three entries within the peace campaign period.

10. All entries must be accompanied with a 300-word summary in English (which shall also include two or three lines about the goals of the participants in developing their works either written text or broadcast works or photographic essays)

11. All relatives until the third degree of consanguinity of the working group composed of the organizers, collaborators and partners are disqualified to join the EU Peace Journalism Awards.

12. The jurors’ decision is final.

13. Whoever is chosen as Grand Winner needs to have his or her valid passport at the time of his or her visit to Brussels.

14. Officers (National Level) of the media organizations (National Union of Journalists of the Philippines, Institute of War and Peace Reporting, The Photojournalists’ Center of the Philippines) are disqualified from joining the Journalism Awards. Likewise, the journalists and marketing and communications team of philstar.com (head office) are disqualified from joining the Journalism Awards.

15. Officers and staff of the EU Delegation to the Philippines, the Central Office of the Office of the Presidential Adviser for the Peace Process, Bangsamoro Transition Commission, Centre for Humanitarian Dialogue, Mindanao State University- Iligan Institute of Technology, Konrad Adenauer Asian Center for Journalism at the Ateneo de Manila University are disqualified from joining the Journalism Awards.

Print Media

Entries must be of at least 800 words and must not exceed 1,500 words for written text.

Opinion articles are not eligible as entries.
Entries must have been originally published from the period 1 August until 31 May 2015. Proof of publication must be attached.
It shall be the duty of the participant under this category to inform and to obtain consent from their editors or publishers that the entries shall be submitted to the EU Peace Journalism Awards.

Broadcast Media

For broadcast works, entries must be within this time frame: 30 seconds up to a maximum of two minutes. For the purpose of the EU Peace Journalism Awards, other timing format will not be allowed.
All broadcast works must have been uploaded in media networks and links to these broadcast materials should be submitted to the European Union. If there are no available links to the broadcast works, the creator of the broadcast work must submit the copies of the aired audio or video works via online file-sharing website to the EU Peace Journalism Awards’ email address: DELEGATION-PHILIPPINES-PPI@eeas.europa.eu
It is understood that the author or creator of the broadcast materials should have obtained express permission from their respective principals or editors or news managers or producers that the materials will be submitted to the secretariat and that materials, when selected, may be aired or uploaded in relevant sites for public advocacy purposes, provided that the author/creator of the works and their respective media organizations are acknowledged.
The creator or author should submit the links to the secretariat with corresponding documents or certifications from their respective news managers or editors.
Broadcast commentaries are not eligible as entries.
Copies of the script should be attached.

Photographic Essays (published online or in print media)

For the photographic essays, entries must be original and should be taken with any camera: film camera (135 mm format) or digital camera and the file size is at least 8 inches x 12 inches at 300 DPI saved at 12 compression. Pictures taken with a film camera must be scanned and with a resolution approximate of the digital pictures required. Traditional photo manipulation may be allowed but must be limited to any of the following: dodging, color levels and contrast.
A minimum of 12 and a maximum of 15 images make up a photo essay, arranged and sequenced cohesively according to the intended visual narrative. The photo essay maybe accompanied by a 400-word introductory text (caption essay) and all individual photographs must have news captions.
However, participants who will be included in the final selection process may be asked to submit their negatives and/or raw or biggest JPEG digital files.
All contestants must submit the following details:

Contact phone numbers
Email address
Photo essay title
Photo essay introductory text/caption essay (400 words)
Photo numbers and corresponding captions (Photo 1 – Caption; Photo 2 – Caption, etc.)
The filenames of the photographs must follow the following format:
(Title of the Essay) Photo ~ (Example: DatuPiang Refugees 1, DatuPiang Refugees2 and so on).
Proofs of publication: Digital photographs of the pages of the print publication showing date and masthead; link/s to websites in case the photographs are published online must be attached/detailed.

Campus Journalism

Works either in written text (600 to 800 words) or audio and video (minimum of 30 seconds to a maximum of 2 minutes). Materials should have been uploaded in either the Campus Website or Campus Publications or other Social Media Sites Officially Acknowledged as Official Sites of the Colleges or Universities.
The EU Delegation reserves the right to use entries of the Finalists and the Grand Winner for one year from the Awarding Ceremony to promote the ‘Peace Journalism Awards’ provided that credits are given to the authors/creators and their respective media organizations.

OPAPP’s Special Citation for Government Communicators

In line with the Office of the Presidential Adviser on the Peace Process’s commitment to promote conflict sensitive and peace promoting principles in government communications, a special citation for advocacy campaigns for government communicators is being included in European Union’s Peace Journalism Awards.

The citation seeks to inspire government communicators to go beyond the usual reporting of details specific to their agency’s mandate and weave in the peace narrative in their pieces—be it in the form of written, broadcast media, or photographic essay.
With government communications as a source of information for journalists, it also seeks to influence media practitioners to adopt peace lens and shift to peace reportage.
Entries must show how their respective programs/projects contribute to peace building in the Philippines, and shall be treated as an agency submission.

Entries can be in the form of a written text, broadcast media, or photographic essay.
Entries must follow the same guidelines set by the EU Peace Journalism Awards:

Written texts must be of at least 800 words and must not exceed 1,500 words. Opinion articles are not eligible as entries.
